The efflux of medical professionals: Proposed tools for
its limiting
Human resources are a factor defining the efficiency and quality of the
functioning of the health care system. Recently observed conflicts and mass
migrations of health care staff create an enormous challenge for managers and
researchers. Hence the need to discuss human resource management methods—primarily
questions of remuneration. Ultimately, this article points to primary challenges
and practices in HRM in the health care system. Special attention is devoted to
questions of molding compensation in health care, including the motivating of
medical professionals
Joanna Jończyk Diagnosis and evaluation of selected
aspects of human resource management in public health care facilities
This article presents a diagnosis and assessment of selected aspects of HRM in
independent public health care facilities. Attention is directed at systemic
factors influencing the shape of management in public health care facilities in
attempting to assess these elements. Empirical evaluation is based on research
conducted over the years 2003–2008 in the Podlaski Voivodeship.
Beata Buchelt The methodical aspects of designing
personnel strategy in medical service sector units
Changes taking place in the Polish health care system force a need for entities
operating on the medical service market to adapt new management methods. Thus,
the guiding objective of this article is the development of a set of
methodological indicators for the design of personnel strategies in medical
service sector entities. This target was achieved by subdivision into individual
phases of the strategic personnel management process, specifically: identifying
the strategic aim of personnel management, strategic analysis, implementation,
and strategy monitoring.

Małgorzata Cygańska The Involvement of Hospital Staff in the Process of
Organizational Change: Empirical Research Results
This article presents the results of empirical studies on the process of
managing change in hospitals. Attention is concentrated on the main phases of
this process, such as defrosting, change, freezing, and an analysis of the
attitudes of hospital middle management.
Urszula Sanak and Beata Buchelt – Implementation of the Personnel Function in
Independent Public Health Care Facilities in the Voivodeship of Lesser Poland
A project was commissioned by the Department of Social Policy of the Lesser
Poland Office of the Speaker of the Dietine in 2006 that was primarily aimed at
analyzing human resource management practices in terms of their effectiveness in
holding and attracting valuable human capital. Ten entities took part in the
study. At this point it is important to note that in meeting its obligations as
founding body, the Lesser Poland Voivodeship Local Government oversees twenty–three
health care facilities and sanitary transportation units.
Zofia Sekuła, Maria Sabat Motivating Midlevel Medical Personnel
This article presents the results of research questionnaires conducted among
nurses and midwives on the staff of the Wrocław Medical Academy Clinic. Values
linked with work, vital, possible, and real motivating factors applied to nurses
and midwives, type of compensation and its motivating qualities, and the
importance and range of professional training were all analyzed. It was proved
that the most important motivator is the value and satisfaction of the work
itself. However, the Clinic fails to create adequate conditions for its
implementation. Salary levels, both as a whole and constituent parts, were
assessed negatively. The need for changes in the nurse and midwife motivation
system is clearly demonstrated.
