Nowadays, appraisal systems are one of the most important tools in human resource management. Many important decisions concerning the employee’s professional development and career plans are made on the basis of their results. Taking the importance of the appraisal into consideration, this article’s objective is to analyze the legal regulations connected with such assessment in organizations (private sector) and public administration. It is also an effort to look at the appraisal process from the legal point of view-not merely from the perspective of major HRM goals.
[Among the numerous instruments serving human resource management, appraisal systems play a special role. Their outcomes have a major impact on the situation of the employee since such an assessment is often a significant factor behind various personnel moves. However, any appraisal of the employee and his work is a stressful occurrence and the delivery of resultant feedback requires feeling and a delicate touch. The purpose of this article is to analyze legal regulations relating to employee (the Labor Code) and public official (pragmatism) appraisals from the point of view of their currentness and usefulness for human resource management in the organization and public administration. This article is also an effort at looking at the significant elements of the appraisal process through the prism of legal regulations, not only the objectives standing before the appraisal system.]
Katarzyna Skorupińska Polish Representation on European Works Councils
The primary aim of this study is the presentation of changes that have occurred in the case of Polish representation on European Works Councils over the past few years. These changes primarily pertain to the gradual increase in the number of our representatives on the Councils, their preparedness for work, and their level of activity in the European Works Councils, as well as just how the character and importance of these institutions are seen by Council members. Moreover, this study is to serve to assess the activities of the European Works Councils as well as to compare the situation of Polish representatives on the Councils before and after Poland’s entry into the European Union. The comparative analysis is based on the results of three empirical studies relating to Polish representation on European Works Councils.
Paweł Szwiec Sexual Harassment in the Workplace This article presents the subject of sexual harassment in the workplace. Oppressive behavior of a sexual nature is increasingly frequently recognized by practitioners and theoreticians of management as a kind of pathological behavior. It has a negative effect on the functioning of workers, groups, and organizations. Effective counteraction in the case of the appearance of oppressive behavior of a sexual nature requires an assessment of the range of the phenomenon, the detection of its causes, and a description of techniques for limiting its scale. These and other matters have been described in this article.
[Oppressive behavior of a sexual nature making its appearance in the workplace has been acknowledged by practitioners and theoreticians as a pathological phenomenon. The basis of this classification is the negative impact of such behavior on the functioning of individuals, groups, and the organization as a whole. Thus, there is a need to actively counteract the up–cropping of cases of sexual molestation in various types of institutions. This necessitates the identification and understanding of the essence of this phenomenon. In meeting this need, this article touches upon many matters that are significant from the point of view of the effective limiting of the scale of the phenomenon of sexual harassment in the organization.]

Hanna Karaszewska, Sylwia Stachowska Remuneration Strategy and the Company Development Cycle Phase
The subject of links between remuneration and phases in the development cycle is rarely approached in Polish literature. Studies primarily concentrate on identifying the impact of the development cycle phase on the makeup of the remuneration portfolio. The results of the study results as presented in this article identify the interdependence between organization strategy, its personnel strategy, including remuneration strategy, its objectives, and its instruments with phases of the development cycle in Polish companies. They also point to the use of deferred income as well as the stimulating and destimulating aspects of its application as related to the development cycle phase.
Marek Kunasz Personnel Costs in Polish Companies (over the years 1998–2003): Study Results
Changes in the perception of creative sources of competitive advantage in contemporary businesses as well as those taking place in the company environment have resulted in the view that activities in the personnel sphere are costs—the previous way of thinking—being replaced by a new approach—the view that this is a unique investment. However, this in no way means that it is no longer necessary to monitor expenditures on a continuous basis. Therefore, this article defines labor costs and personnel expenditures, followed by an analysis of the size, structure, directions, and dynamics of changes that have occurred. This is presented in its comprehensive, unit, and relative aspects in companies traded on the Warsaw Stock Exchange over the years 1998 and 2003.
Agnieszka Marek The Impact of Changes in Organizational Culture on HRM in International Companies in China China’s economic transformation is creating a need for the development of modern management methods and techniques. Among the internal organizational changes taking place in companies operating in China, a key role is played by consideration of and the molding of organizational culture supporting implementation of the company’s strategic targets. Changes in organizational culture also determine the selection of methods and actions in the realm of human resource management. The presented article depicts the way of conducting changes in organizational culture and its impact on actions in the area of human resource management using the example of international companies in China.

Feliks Wysocki, Aleksandra Łuczak Application of the Analytic Hierarchic Process
This paper is an attempt at applying the Analytic Hierarchic Process (AHP) in decision–making in economics and company organizations. This is the first time the AHP method has been used to work out models of employee motivation in companies.
This method is useful in the employee motivation process. Its essence, concepts, and rules of implementation are presented in detail. This approach is a complex procedure, which appears to be useful in decision–making with respect to company development.
Magdalena Andrałojć The Advantages and Limitations of Internet Surveys as a Method for Collecting Research Materials in the Field of HRM The increasing use of computers and the Internet (mainly among employees) has contributed to the growing popularity of e–mail and
Web-based surveys in the field of HRM. There is an interesting discussion found in literature concerning the quality and scientific validity of Internet surveys. This new mode of data collection can offer advantages over traditional paper-and-pencil or telephone surveys (access to a vast geographically diverse pool of potential respondents, new technological possibilities, cost savings, faster survey return, and higher response rate). However, there are some limitations, as well (representativeness and technical problems). An analysis of the advantages and limitation of Internet surveys-performed in this article-helps to evaluate the scientific validity of this method. The conclusion is that, though there are some disadvantages, the Internet will continue to grow in importance for conducting certain types of research surveys.
